Start Translation Files from the UI

Flutter apps still need clear localization setup.
The hard part is not only loading locales. It is keeping UI text, ARB files, placeholders, and source copy in sync while the app changes.
Dust i18n starts from the UI.
Use a static translation key in TranslatedText or context.tr. Run dust i18n build.
Dust scans the key, keeps the namespace, writes the ARB files, and refreshes the Flutter bootstrap.
That keeps the translation file close to the screen that needs it.
Useful when product copy changes often, but you still want reviewable ARB files in the repo.
